Cape Breton University - CBU development group issues tenders to build housing at Tartan Downs

Cape Breton University\'s development group has issued tenders for construction of 146 new housing units at the former Tartan Downs horse-racing track in Sydney, N.S., but the university\'s operating budget for this year is taking a $2.1-million hit until federal housing money gets confirmed.
