McMaster University's 2026-27 Consolidated Budget Approved by Board of Governors

We are pleased to share that McMaster University's 2026-27 consolidated budget has been approved by the Board of Governors.

This year's budget reflects continued careful planning to support McMaster's academic mission and long-term priorities, including the priorities set out in our new strategic plan, Bolder Together, while recognizing the ongoing financial pressures facing universities across Ontario and Canada.

Building the budget is a team effort. It involves colleagues across the Budget Committee, Financial Affairs, Faculties and support units, Senate, and the Board of Governors, along with many others across the university. We are grateful to everyone who contributed their time, expertise and thoughtful input throughout the process.

In 2025-26, McMaster's operational budget generated a modest surplus, reflecting continued discipline across Faculties, departments and administrative units in managing day-to-day spending.

The Higher Education Sector 

Recent policy changes have been helpful. The province's announcement in February 2026 to increase operating funding and lift the domestic tuition freeze provides some near-term relief and has been reflected in the budget for the coming year.

At the same time, changes to international student enrolment and broader economic uncertainty are making revenue growth more challenging, while rising costs, especially for salaries and benefits, continue to add pressure to the budget. That means we need to keep planning carefully and managing our resources responsibly.

In this environment, McMaster's activity-based budget model continues to serve us well. It helps make clear how resources are generated and used, supports campus-wide engagement and longer-term planning, and ensures that financial decisions are aligned with the university's priorities.

With the provost serving as chief budget officer, this approach also supports transparent, evidence-based decision-making and shared accountability across our campus.

Over the past year, we have also continued to advance the development and implementation of service- level agreements across units. This work helps clarify expectations around shared services and responsibilities and supports better coordination and efficient use of resources across the university.

Moving Forward 

Looking ahead, the 2026-27 consolidated budget positions McMaster responsibly for the year to come, while recognizing that the financial environment for higher education remains uncertain and will continue to require flexibility and thoughtful management from all of us.

Even in this context, we will continue to invest in areas that matter most to McMaster's future, including the student experience, faculty and staff renewal, research excellence, campus infrastructure, and the responsible use of digital technologies in teaching, learning, research and operations.
